    民国时期，军队在境内征集兵员，多采用招募制。因军队纪律涣散，官兵欺压百
姓，群众视兵为匪。境内曾有“好铁不打钉，好男不当兵”之说，故应招者甚少。愿
投军者多是因生活所迫或一些闲散游民。
    1937年后，驻境内的国民党地方部队丁庭、秦毓堂、苗占魁、安廷赓等部，初
时也采用招募制，后因战事频繁，单靠招募已远远不能补充兵员之不足，便采用抓兵、
拉兵、按户摊兵、征“富户兵”等办法，强迫青壮年为其卖命。
