    1942年2月，牟海县商人抗日救国会(简称商救会) 成立，受牟海县各救会领导。
是年6月， 会长潘秋圃被国民党军秦毓堂部杀害，商救会组织活动中断。1945年重建
乳山县商救会， 办事机构由4人组成。随后各区商救会相继成立。商救会组织商界人
士积极参与发展乳山商业，采购物资，保证供给，调解商界纠纷，协助政府取缔非法
商人等工作。1950年，县商救会由县工商业联合会取代。
