    1941年，牟海行署设司法处，翌年5月改称司法科。1944年5月设立徒刑犯人训
育队，押犯班，1947年归并公安局。1951年撤销司法科，司法行政工作由人民法院
代行。1980年12月，县司法局成立，内设办公室、法制宣传教育科、基层调解管理
科，主管司法行政事务。同年设法律顾问处及公证处。1989年，各乡、镇设司法所。
1991年9月，法律顾问处改为乳山县律师事务所。1995年，司法局有工作人员17名。
