    唐代以前的行政区划，已不可考。唐制，百户为里，5里为乡。居县城者为坊，
城外者为村。又4家为邻，5邻为保，以相禁约。县之东北为唐代白马乡，东南赤山
一带（今属荣成市）为清宁乡。县正北为宋代白鹿乡。元代设都，时高村为第三都，
汪疃为二十一都，其余不详。清代和民国初年，文登县沿袭都、里、闾、邻之制。
1924年，始改都为区。1930年，始设乡、镇。1941年以后，区、乡数次设、并、分、
撤。1958～1984年，设人民公社，此后复设镇、乡。
