    继续推行“先诊疗后结算”服务模式，累计享受该服务模式7482人次，医疗机构累计垫付住院费用6131.1万元。开展县域医疗服务能力提升工程，继续实施“五免八减”[对城乡生活困难居民，免收住院空调费、住院暖气费、血液常规检查费、尿液常规检查费、大便常规检查费；减收X线透视费、心电图检查费、脑电图检查费、B超检查费、血电解质（钾、钠、氯、钙）测定费、血葡萄糖测定费、肾功能检查费各20%、药品费的10%]等惠民措施。抚恤定补优抚对象医疗保障各项政策落实到位，惠民政策惠及16796人次，减免医药费用61.9万元。
