1983年前，境内海洋捕捞船只数量少，功率小（最大136千瓦），捕捞技术落后，以近海捕捞为主。据统计，1982年仅有各种机动渔船458艘，捕捞总产量19035吨。
1983～1996年，随着渔船数量的增多，马力的增大，捕捞技术的提高，捕捞产量也随之增加。1992年捕捞总产量55055吨，比1983年的15546吨增长了254%。1996年后由于海洋资源衰退，国家提出了“加速发展养殖、稳定近海捕捞、积极开拓远洋、狠抓流通加工、强化法制管理”的渔业发展方针。此后，用于开发远洋外海作业的渔船迅速增加，136千瓦以上的渔船由1992年的116艘，发展到2002年的219艘，其中147～441千瓦的由22艘增加到130艘。拖网渔具由1992年的1050盘发展到130450盘。主捕对象是小黄鱼、带鱼、鲅鱼、鱼、鲳鱼等。至2002年海洋捕捞产量135000吨，比1992年增长了145%。
