    2013年，区市政局建立防汛应急预案和清雪防滑应急预案，细化责任分工，建立层级式指挥调度系统，确保防汛防滑工作开展及时顺利。年内，共完成13场降雨和12场降雪的防汛防滑应急抢险工作。其中，成功确保9月22日特大降雨对人民群众生命和财产安全造成的损失降到最低，先后出动54961人次，26871车次，防汛防滑物资11.2万件次。
