    由区文联牵头，组织文联下属9个协会选派文艺专家和老师为基层培训文艺骨干。计划自2013年3月始用3年时间，在各镇（街道）每个月举办1场（次）文艺培训，重点培训音乐、舞蹈、戏剧、曲艺、美术、书法、摄影、剪纸等内容，至2016年3月的3年内为各镇（街道）至少培养30～50名各类文艺骨干。全区3年内培养文艺骨干400名左右、各类文艺爱好者5000名以上。至2013年年末，全区9个协会共举办培训112场次，培训2500多人次。
