2003年来，通过招商引资、银行信贷融资、挖掘潜力启动民资等形式，加大新上项目建设资金的投入力度。2003～2007年，分别完成投入5.7亿元、8.8亿元、14.1亿元、16.2亿元、20亿元。项目区的建设，拉动了新型厂房建设的步伐，实现了由砖混厂房到钢结构厂房的历史性转变。至2007年，新建钢结构厂房面积102.6万平方米。
