2003年11月，市总工会在泰安市率先成立工会困难职工帮扶中心，完善工会帮扶救助长效机制。协助政府做好促进再就业工作、扶持创业工作，开展以“工友创业行动”为主题的促进就业工作。至2007年，为4377人介绍职业，安置3676人就业，帮扶部分下岗失业人员成功创业。开展送温暖和“金秋助学”活动，5年间，筹集发放送温暖资金58.2万元，救助困难职工3484人，筹集发放助学金14.7万元，资助252名困难职工子女顺利上大学，办理职工特困证220个。
