    1993年10月和1994年1月，肥城市人民政府先后制定了《肥城市公费医
疗管理办法》《肥城市公费医疗管理实施细则》和《关于进一步完善公费医疗管
理办法的意见》，实行了医疗经费包干定额管理的办法，将公费医疗经费包干到
单位。在定额内个人分别按25%,15%,10%,5%等比例负担;超定额部分按财政负
担35%0，单位负担25%，定点医院负担15%，个人负担25%的比例分担。同时，
还对特殊病症、离休人员和二等乙级以上残废军人及个人负担超1000元人员实
