   防汛每年汛前市政府成立防汛指挥部，下设办公室和大汶河、康汇河、漕浊河、上庄
炉水库、城区5个分指挥部。组织沿河、近库乡村群众组成防汛常备队、抢险队和后
备队，实行分堤段、分水库防守责任制。
    抗旱每年市政府召开抗旱会议，水利部门做出抗旱预案，组织群众抗旱播种、保
苗。1996年，成立抗旱服务队，下设8个乡镇抗旱服务分队。
