1938年4月，日军侵占肥城县城，组建日伪县政权和日伪武装。为加强对抗日斗争的领导，6月上旬，经中共泰西特委批准，中国共产党肥城县委员会在西里村（今属桃园镇）李文甫家中召开第一次会议，宣布中共肥城县委建立。徐麟村任书记，王少芬任组织部部长，王宪笃任宣传部部长。中共肥城县委的建立，使肥城的抗日工作有了坚强的组织领导，党员队伍迅速壮大，地方抗日民主政权和抗日群众组织迅速建立健全。
