    土地承包   1982年， 新泰县委、县政府在沈家庄试行大包干责任制，实行
土地承包，发放土地证，15年不变，并在本县和新汶市推广。是年底，全县实行
土地承包。次年10月，新泰县、新汶市合并，成立新泰市，土地承包制度未变，
并延续至今。
    "五荒"拍卖   1993年始，市委、市政府对境内"五荒"（荒山、荒滩、荒坡、
荒地、荒水）实行拍卖制度，并将其作为深化农村改革的重点之一，在全市推行。
至2000年底，共拍卖"五荒"9.94万亩，其中荒山6万亩，荒滩4000亩，荒坡2万亩，
荒地1.5万亩，荒水400亩。拍卖年限分5年、10年、20年、50年不等。
