    1950年，代国家发行人民胜利折实公债。还本付息都以一定种类和数量的实物价
格折算为货币支付，折实牌价按照1955年3月底最后牌价折算为货币,根据债券附带的
实有息票，按年息5％计算。
    1954-1958年，代国家发行5次经济建设公债。按照“合理分配，自愿量力”的原
则认购。 1981-1983年底，分期兑付。其中：1954年的公债分8年还本付息；1955-19
58年的公债分10年还本付息。1958年公债原规定无息，在兑付时, 按债券面值加付10
年利息，即每元公债券加利息0.40元。
