    1914年9月4日，县城设通俗讲演会。1930年11月，通俗讲演会改称县民众教育馆，分讲演、图书、扩充、事务4个部。1937年停办。
    解放战争时期和建国初期，成人教育仍称社会教育，未设专门教育机构。1952年以后，工农识字教育、业余教育、成人教育，均由工农教育委员会领导，教育行政部门管理。1958年成立工农教育教研室。1981年10月，建立县职工教育管理委员会，下设办公室。自此，职工教育归职工教育管理委员会领导管理。其他成人教育仍归教育行政部门管理。
