    统购统销以前，县内粮油由粮食经营组和油脂经营组及委托农村供销社在市场收购。
    自1963年，粮食部门在完成国家粮油征购任务之后，按照“上市不收，下市放”的原则，议价收购。1966年前，粮食议购量较少，年均400万公斤。“文化大革命”期间，议购量继续减少，年均仅90万公斤。1980年，粮油议购重新开展起来。国家征购任务完成后，当年议购粮食467万公斤。
    1981年2月，粮食局改革经营体制，成立粮油议价购销公司，独立核算。各粮所设立议价经营组。至此，粮油议价经营业务范围扩至“内购内销、内购外销、外购内销”。采取集市、门市、设点议价收购和品种兑换。当年，议购粮食1165万公斤，油料130万公斤。1985年，议购粮食达1235万公斤，油料383.5万公斤。1981～1985年，年均议购粮食1051.4万公斤，油料177.77万公斤。
