    1980年12月，县内始建法律顾问处，开展律师业务。1981～1985年，顾问处律师担任26个单位的常年法律顾问，参与民事代理78件。同时，受聘和指定出庭进行刑事辩护44件，其中自诉9件。1985年，全县有律师30人，接待群众采访1465人次，代写法律文书305件，解答法律询问1112人次，避免经济损失186.2万元。
