    1931年，宁阳县按《国民政府组织法》有关规定，由各乡（镇）选举代表，建立由25人组成的县参议会。县长李伯海、张德润先后兼任议长。1937年，县长王耀璋兼任议长，递补议员12人。1946年6月，张子明充任县长，9月组织临时参议会，由张子明兼任议长，张淑平为副议长，参议员18人。1948年全境解放时消亡。
    参议会议员多为政府官员、乡（镇）长，耆宿、士绅、商会负责人，不能代表民意。参议会对县政府无约束力，形同虚设。
