　　20世纪90年代，全县义务教育普及，高中教育、职业技术教育及成人教育迅速发展，人民群众的文化素质有较大提高。2000年，第五次人口普查资料显示，全县小学文化程度人口为25.60万人，占总人口的32.91％，比1990年下降3个百分点；初中文化程度32.13万人，占总人口的41.34％，比1990年上升15.78个百分点；高中（中专）文化程度7.46万人，占总人口的9.59％，比1990年上升3.29个百分点；大专以上文化程度1.33万人，占总人口的1.71％，比1990年上升1.31个百分点。
