以志愿驿站建设规范化、志愿队伍建设网络化、志愿活动开展项目化、项目逐步实现品牌化、回馈嘉许制度化、督导考核常态化“六化”建设为总抓手，依托“志愿云”平台，推广“菜单式”志愿服务走向制度化、规范化、常态化。年内，共完成网上志愿者注册近3万人，区乡村志愿服务组织实现全覆盖。
