    2003年，2933名离退休（职）人员提高离退休费，按人均月增资50元，全区月增资14.65万元。离退休人员住房补贴发放比例由基本退休费的10%提高为25%。2004年，2224名离退休（职）人员增加离退休（职）费，月增资5.56万元。2005年，2321名离退休人员增发生活补贴。2006年，2394名离退休（职）人员增加离退休（职）费，月增资5.98万元。2007年，2423名离退休（职）人员增加离退休（职）费，月增资68.2万元。
