      建区以来，乡镇企业推行承包责任制、股份合作制、资本运营和产权制度改制，组建企业集团。注重培养引进人才、科技创新和研制开发产品，民营企业由少到多，由小到大，逐步壮大。至2000年，全区乡镇民营企业12082家，注册资本2.8亿元，其中规模以上企业46家，实现企业总产值（经营收入）63.64亿元，利润总额157.71万元，税金8056万元，占全区地方财政收入的44.78%。但民营企业存在改制不够规范、企业规模较小、科技含量较低、名优特新产品较少和市场竞争力不强等问题。
