    1940年1月，邹县抗日民主政府由邹西郭里集转移到邹东圈里、瓦曲一带。同年2月，代表民意参政的咨询性机关邹县临时参议会成立。1945年7月，根据山东省参议会与战时工作推进委员会颁布的各级参议会选举条例，由全县各界人民代表在邹东许老庄正式选举产生邹县参议会，并选举王兰斋为参议长。1945年8月，抗日战争胜利，邹县参议会撤销。
