    建国后，学校教育事业迅速发展，但体育教师数量不足，素质较差。为解决这一突出问题，教育部门采取在职自学、函授学习、离职进修和举办培训班等方式,积极培养体育教师。至1995年全市共培训体育教师16次，881人次。
    1995年底，全市有专职体育教师250人，兼职体育教师499人。除体育院校大中专毕业生159人外，大部经过师资培训。经过培训，体育教师队伍素质明显提高。全市体育教师中有一级裁判员8人，二级裁判员51人，三级裁判员102人。
