    为筹集更多资金用于社会主义经济建设，1954～1958年，国家本着“合理分配，自愿量力”原则，有计划地发行建设公债。第一年全县认购12.5万元。规定分8年还本付息；后4年认购57万元，规定分10年还本付息。年息均为4%。至1968年国家银行全部予以分期兑付。
