    明清以降，汶上县农业劳动力一向较为充足，但因政治经济条件制约，文化技术素质低，致农业生产长期墨守成规，处于停滞半停滞状态。新中国成立后，共产党和人民政府通过举办学校、夜校、专业技术培训等各种形式教育，促进劳力文化技术素质不断提高，为发展社会主义农业奠定了较好的基础。
