    1938年成立的日伪县公署，编制为51人。即：民政科5人，财政科10人，建设科5人，教育科10人，秘书科3人，征收处15人，承审处2人。伪县知事（县长）由省公署（省政府）任免；伪县公署的秘书、警长、所长、科长，由道公署批准，呈省公署（省政府）备案；科员、办事员，由县知事（县长）选派，报道公署备案。伪职人员来源，多系反动地主、豪绅、土匪及军阀余孽等社会渣滓。伪县长姚学柱（滋阳人），即为剃头匠出身的青皮无赖和铁杆汉奸。
