    旧时，在官吏、地主、纨绔子弟中吸食鸦片、海洛因者甚多。染此恶习者，面黄肌瘦，精神萎靡，意志消沉，直至中毒而死。每犯烟瘾，打哈欠，眼流泪，鼻流涕，痛苦难忍。且因毒品价格昂贵，为此而倾家荡产，沦为乞丐、盗贼者为数不少。旧政府虽曾明令禁烟，但只是一纸空文。日伪时期，则公开设立烟馆，吸毒之风盛极一时。新中国建立后，经政府宣传教育，严厉查禁，杜绝毒品货源，吸毒者遂告绝迹。
