    为安置盲、聋、哑、残等“四残”人员，1985年，县民政部门创办福利厂（店）12处，安排就业112人，同时扶持1107人搞家庭副业。
    1988年，全县有民政企业56处，职工1038人，其中“四残”人员310人，占全县有生产能力残疾人的58%；全年产值316万元，实现利润30万元，残疾人员月收入平均达66.50元。1990年，福利厂职工1286人，完成工业产值480.79万元。
