    1980年底，人民调解工作由县人民法院移交县司法局主管，当时接收司法助理员6人。到1982年底，全县各乡（镇）都配齐了司法助理员。至1985年，共召开调委会主任冬训会议4次，培训调解主任7800多人次。至1990年底，全县共有调解组织710个，调解人员3874人，每年调处民事纠纷约6720起。
