    咸丰、同治年间（1851～1874），清军以八旗、绿营为正规军，此外，招募勇兵，别自成营，分布各县，镇压太平军、捻军。咸丰八年（1858），知县王朝翼，招募湖勇数百人，负责巡逻，防御捻军。1912年（民国元年）北洋政府建立，实行招募兵制。1925年始，山东军阀张宗昌，为了增加实力，用雇用招收形式募集兵员。
