    县内科技经费，主要来自上级主管部门和地方财政拨给的三项费用(新产品试制费、科研试验费、新技术成果推广费)和科技事业费、科技基本建设费。1975年，对三项费用实行财政拨款无偿使用。1984年，改为签订合同，有偿使用。1986年，改革三项费用管理使用办法，一部分用作科技开发基金，实行拨款改贷款，有偿使用；一部分用于支持重大科技项目，为无偿使用，使科技经费分类趋于合理。1986～1990年，省、市业务主管部门和县财政共拨科技攻关、科技推广、星火计划和软课题等项目经费82.4万元，工商银行和农业银行安排科技专项贷款329万元。
