    因京杭运河流经境内，明、清时代县设管河主簿1员，河闸设有闸官，河桥驿设驿丞，主管县内河道工程及水上运输。民国时期，水利事业先后由县公署(政府)实业科、建设科管理。
    建国后，水利事业由县政府建设科主管。1965年10月，水利局改为水利建设指挥部。1968年9月，复称水利局，下设政工组、财务组、机械组、工程组。1979年12月，水利局机构调整，下设人秘股、财务股、工管股、农田股、水资源办公室。局属单位有水利机械厂、机井队、疏浚队、乡镇水利站、国营排灌站。
