    建县初，贯彻执行“生产自救，节约渡荒，群众互助并辅以政府必要救济”的方针。1954年，全县发放农村社会救济款75560元，棉布1100米，絮棉2002公斤，衣物12145件，救济11296户，56873人。
    1956～1979年，社员的困难，主要由集体负责解决，辅以国家救济。
    1980年，农村社会救济工作改革，不仅在生活上救济，而且在生产上扶持，促使困难户摆脱贫困，1983年，贯彻执行“依靠群众，依靠集体，生产自救，互助互济，辅之以国家必要的救济和扶持”的方针，救济工作又前进一步。
    1954～1990年，微山县共发放农村社会救济款485.6万元，救济91934户次，407875人次。
