    1953年3月3日，政务院颁布《中央金库条例施行细则》。4月开始执行。《细则》规定：金库由人民银行代理。县人民银行建立后，即设置微山县支库。金库业务核算，不设独立会计，而是作为银行会计核算的一部分。其核算过程，即财政预算收支的过程。
    县支库除办理收纳、分成、上解、制表和年度对帐外，还协助财政、税务部门组织预算收入和支出，同时负责监督和审查。
    县支库从建立至1990年，基本上是5天办理1次解库手续。但在70年代，也执行过每日解库1次、10天解库1次的制度。1989年，县支库办理国库报解301次，收入地方预算内存款4204.4万元。1990年办理国库报解312次，收入地方预算内存款4511.1万元。
