    微山县境内，受气候和地形的影响，自古以来就是一个多灾多难的地区。特别是水、旱、蝗灾，连年不断。因此，建国前广泛地流传着“头年淹，二年旱，三年蚂蚱连成片，逃荒要饭卖儿女，何时能过安乐年”的歌谣。
    建县后，人民政府即成立抗旱防汛指挥部，领导全县人民进行抗灾斗争。
