    1937年，济宁地下共产党员配合外地来的爱国学生发动群众，先后建立济宁县学生抗敌后援会、济宁县教师抗敌后援会和济宁县各界抗敌后援会等群众组织，掀起抗日救亡运动高潮。1946年6月，济宁县各界抗敌后援会改称各界联合会。1947年8月，以上各会撤销。1946年5月，蜀山特别区成立各界联合会，11月撤销。1946年8月，济北县成立各界联合会，1948年3月撤销。
