    1970年，企业职工劳动保险工作由劳动部门统一管理。1986年，成立市中区劳动保险公司，负责区内合同制工人退休养老基金、固定职工离、退休费用的社会统筹工作，并试行乡镇企业、私营企业的临时工、个体户等社会劳动者的社会养老保险。至1995年底，劳动保险处共收缴养老基金2646.83万元（含市劳动服务公司网点和县以上集体企业），支出离、退休费2410.92万元。
