    1958～1960年，济宁市共有社会福利企业55个，职工5271人，其中贫困户4143人，优抚对象348人。其他780人。1961～1983年，社会福利企业分别由手工业联社和街道办事处管理。
    1984～1995年，市中区有福利企业52个，其中区属34个，街道、镇办18个，共有职工1241人，其中，安置伤残职工500余人。
