　　清末及民国初年，实行募兵制。驻县各军自行招募新兵。应募者多为贫困乡民，以入伍为谋生之计。服役时间，长短不一，有终生从军的“辈子兵”，也有入伍即离的逃兵。民国初年的军阀部队及民团皆用此制。
