　　1981年8月1日，高密县劳动服务公司成立。负责城镇待业青年的就业、培训、教育等工作。是年12月，县公社企业管理局首办待业网点，安置待业青年5人。1985年，全县各系统办待业网点44处，安置待业青年400余名。
