　　解放战争时期，高密、胶高两县各群众团体仍沿用抗日战争时期名称。从建县之日起，均设各救会。至1948年9月撤销。高密县各救会长为张平；胶高县各救会长为董武（1945年11月至1947年12月）、夏德芳（1947年12月至1949年2月）。
