　　建国初期，昌邑县人民来信来访，由县委、县府办公室秘书兼管。1958年县委设接访室，1964年县府设接访室，均由办公室秘书分工处理信访事务。1967年6月，昌邑县革命委员会设人民来信来访办公室。1971年中共昌邑县委设信访办公室，由县委办公室副主任分管。1978年，改信访办公室为信访科，设正副科长。同时县直各部门亦安排专职或兼职人员处理信访事宜。1981年，昌邑县府成立信访科，设正副科长。
