　　粮食部门内部的粮油调拨实行调拨价。作价办法是：调出单位以中等质量的粮油为标准，按当地统购价，以质论价，外加经营管理费，调入单位检斤验质无错，照价付款，否则双方另议。粮食部门同外部门的粮油调拨一律按统销价以质论价。
