　　明清时期，县内以雇佣形式招募新兵。清末始按户籍男三选其一或牌甲抽调。民国期间，政府虽颁布征兵法，但潍地多以强行抽丁代替征兵，对象一般为18—45岁的男性公民。城乡有权势者，一般买丁顶替，俗称“雇壮丁”。1943年秋，发展到抓丁，城西杏埠、圩河一带，一次被抓千余人，东、西毕家周围数村，未被抓走的青壮年所剩无几。
