　　1960年开始搞城区绿化，因没有专门管理机构，缺乏统一安排。1978年由基建局具体负责城区的绿化，每年投资5千元购买树苗，绿化街道和公共场所。机关学校企事业单位的绿化各自负责。至1983年，城区各街道两侧绿化段长11000米，城区总绿化面积18万平方米。1988年，城区各街道两侧绿化段长14000米，城区总绿化面积20万平方米，绿化覆盖率为15.2%。
