　　1983年，市教育局在李家街小学、胜利大街小学试办弱智儿童辅读班3个，招生20余人。翌年发展到5个班，学生43名。1987年成立潍城辅读学校，有4个班，学生44名，教职工10人。1989年学生79名，教职工18人。课程有生活课，自我服务、社会课、文化课、语言训练课等。1990年有弱智儿童辅读学校1所，7个班，在校学生97人，教职工23人。
