　　民国期间，国民政府曾颁布过征兵法，但潍地从未实行，而以强行抽丁代替。一般以18至45岁男性青壮年为对象，按户籍三抽其一，强征入伍。城乡有钱财势力的人家，可买丁替顶，称为“雇壮丁”。后来演变为抓壮丁。1943年秋，仅城西杏埠、圩河一带，一次被抓1000余人，东毕家围近数村青壮年所剩无几。
