    潍城工商业在清末民国时期都由政府注册。
　　1903年潍县设商会，由商会管理。1914年，北京政府规定：县知事署为商业注册所，一切由商业注册所管理，直沿袭到解放前。
　　1948年5月，潍坊特别市设经建局，负责城市建设、工商业管理和市场建设。后循政府易称，多次更改隶属关系。到1984年机构改革，潍城区设工商行政管理局归口管理。
